The game won't be supported by anyone unless that goal is reached, though. That basically means even Sony wasn't confident it would sell to just fund it right out the gate.
I don't think it's fair to shun SEGA over funding a game based on the highly successful cartoon of one of the most iconic characters in gaming history, as opposed to a sequel to a niche game that sold horribly on SEGA's last console. And I guarantee that most of the funding Shenmue 3 is getting right now is ONLY because it was announced at Sony's already strong E3, people were already excited and willing to throw their money at any new PS4 game, especially since the system, currently lacks games until next year.
