As stated on the Smash Wiki, "the multiplier increases by one tenth every 10%", so it didn't have much of an effect on the KO with the uair, but it was still active at the time.
And finally, I want to say that Pikachu can do better.

Rosalina's not that tough as a computer player.
I wasn't actually weighing who's strong, I was looking at each one has 1 of my fav characters and who to cheer for. Shulk, Rosalina, ROB, & G&W are my 4 favs.

There was nothing in the Smashboards Patch notes that said that. Source please.
Also those last two sentences were unrelated. You might want to be cautious with your use of transition words.
Pikachu's gimping ability can net him early KO's anyways, so I don't think either of the two characters "win" in that department.
As for the subsequent sentence, if a Pikachu player used Thunder on a Rosalina when it was certainly gonna be used against him, then you are not fighting a good player. Plus, we really don't need Thunder in the match anyways, maybe for mixups and mindgames, at most.

Yo, uh, I just tried Rosalina's side smash on Bowser at Omega battlefield and it DIDN'T KO him.
Sooo, yeah.
I... spent... HOURS replicating it. That pretty much implies that I did it more than once. I watched that video over and over, tried to do what the video does over and over, and never ONCE did Bowser die at 60%. EVER! 100% is the closest to 60% that ever happened. Either this whole myth that she can KO the HEAVIEST CHARACTER IN THE GAME at 60% is false, or we're literally not playing the same game.

Just had a for glory match against this ****ty player. I would have one stocked him but my lag spike made me kill myself with PK Thubder which he taunted after of course. The. **** went ****ing retarded as I kept grabbing him but for some reason my controller would read the input wrong so I would end up rolling for every goddamn move. The. My controls went reverse and the guy managed to ko me when he had 170% and I had 70%. Nintendo needs to ****ing improve their ****ty servers or I'm gonna keep losing to noobs who get cocky whenever lag spikes me. Why does Splatoon have very little lag with 8 players but Smash suffers so much on a 2 player game?

Damn, that sucks. Usually my matches don't get that, but I've had that happen to me quite a few times. It's not fun, I know, especially when you're fighting a guy who uses a character you almost NEVER win against (Like Captain Falcon).
Wolf is a lock. Roy and Ryu are extremely likely. K. Rool seems to have the most support in the Ballot, but I don't think we'll hear anything about that until maybe September/October.
Rayman and Banjo-Kazooie had similar situations where they had an immediate and massive growth in support after a fake leak/announcement regarding Smash DLC, and right after, an immediate drop in support after only a few weeks. Rayman has a chance, but it doesn't seem all that great. Even with the growth in support, Banjo still seems very unlikely.
Inkling also appears to have great Ballot support, but maybe the Inkling costumes and the recency of Splatoon could detract from their chances.
Captain Toad is the only Mario rep I can see getting in anymore, due to how many Mario characters we have on the roster however, I don't know if Sakurai would pick him.
I think the most likely choices for E3 would be a trio of characters, as both E3's before this had that number: (Villager, Mega Man, Wii Fit Trainer) and (Mii Fighters, Palutena, Pac-Man). Both previous E3's also had a 3rd Party Rep announced. Judging from all of this, I think the most likely list is this.
-Wolf (Announced first, right next to when Star Fox U is shown.)
-Ryu (Announced second to build hype during the actual Direct, last thing shown or announced in the Direct itself)
-Roy (Announced after the Direct in a separate area of the show floor, similar to how Wii Fit Trainer and Pac-Man were announced)
That's just my thoughts on the matter, I personally want Rayman, Inkling, and K. Rool the most.
Also I was playing online in 3DS while waiting to go somewhere, and I got another case in point for "Rosalina's U-air can KO real early". Got a Greninja with it at almost the same percent on both stocks.
