You could either do the arena battles or the Kaos Doom Challenge.

While attacking enemies, do not kill all of them at once. Kill at least three medium enemies and one large enemy at a time in order to gather enough XP to level up faster.

This is the best way for sure, but it'll still take about 20 to 25 minutes per character to max at 20. If you don't have a Kaos trap to do all the farming, then a Tae Kwon Crow will the job nicely, but you would need a dark trap for him. If you don't have that, then Hood Sickle would be the next best villain to farm with. Of course you should put the difficulty level down to easy to kill baddies more quickly. Then you just need to make sure not to kill the baddies too quickly as the orbs do disappear if too many of them are on the screen at once.

currently one of the best things to do is to level up two skylanders at once i wish i had figured this out from the start but if you put one skylander at the bottom of the screen and just kill all the baddies in my case i'm just using kaos to do it. both skylanders will get the exp and you can pretty much level both up to level 20 with the last challenge.
it still not as fun as the Lost City in Skylanders Giants.... which is annoying cause I still got like 100 skylanders to level up before the next skylander game. |

You have a good point. They can't just raise the cap every time and I feel it's at the near at the upper limits. That's why I've been a proponent of the two companies and collaborating on a "toys to life upgrade system" that allows players to work hard to upgrade player stats AND HAVE THOSE STATS MOVE INTO THE NEXT GAME WHERE THEY CAN FURTHER FINE TUNE THEM. They absolutely need a long term approach to this and not a very limited "game only" upgrade system. That is why Heroics and Quests have failed. One idea is to allow you to focus on a single area per game to select to upgrade. In this way, you would need many games to truly "max" the character stats and the stats would not get out of hand.

They could make Skylanders reach up to level 100 (and beyond), if they start letting us upgrade different stats, and not just health.
That would definitely help the replayability, help differentiate the characters even more, and surely add up to the whole "Toys to Life" concept, since you would be able to continue upgrading them in future games.
