It's no different than different shades of white guys or black guys, even within the same race there are variations. Just looking at who we have interacted with in the series, it just feels to me like all of them are the same species or closely related. - Unreall

Individuals from the same species can be quite different in terms of colors, sizes, shapes and so on.

In fact, he also has four fingers, just like Double Trouble and Bat-Spin, so, could be.

Having this logic makes them all Storm Titans, because that's what Lightning Rod is and he is blue with 4 fingers, (Plus Double Trouble hides his face. He might look similar to LR except with a hula skirt on.)
