So my parents said they would get me a new laptop for my b-day and I found one with in a good price range and was wandering is it good.

So it is a Tobisha with a 15'6 inch screen and 4GB

    When it comes to computers, the basic rule of thumb is that you get what you pay for. The only way to get a good computer cheaper than usual is to buy the parts separately and build your own, instead of buying a ready-to-use package.

    Laptops are a lot trickier to build, and are usually really expensive for what they offer.
