I decided that I should do the Tiers list this game. I am a busy Portal Master so I can't update whenever I want but with you Portal Masters helping me we can make a good list.
The rules are similar to the PVP Tier List from the past!
I will give updates as often as I can and characters will drop/ raised tiers often until a perfect tier is set for them.
ANY playable character (Skylanders, Sidekicks and even Villains) are going to be counted.
SWAP Force will only count as their original forms but all 4 paths will be added.

Okay, since this is the most "competitive" mode in the game now that PvP is gone, I think we need to be more careful with this one.
Tier lists are not just decided by opinions and stats. You need results and options.
I think to make this accurate, we need to make certain "events," where people test a certain group of Skylanders. People can then come to this thread, and post what tier they think that Skylander should be in. We can then make it a majority vote, or average the votes to decide the tier position.
We also need to figure out what enemies can be rekt by a certain Skylander, and what enemies can give that Skylander a hard time.
Chiming in to say that this game's Arena and Kaos Doom Challenge modes are completely wrecked by Master Blaster Drobot.
I'm using Drobot S1 on Master Blaster at Level 20, and frankly there's no challenge in these modes. Just holding down the attack button keeps Drobot's lasers up, and Drobot even got buffed with his lasers no longer being interrupted each time he jumps (so you don't have to press the button again to restart his lasers in TT, unlike in SF). Those lasers tick for 36 damage per hit if you aim at the enemy, hitting for 18 if you're off (by a fair bit) and 8 if you way off. Considering Drobot automatically aims at an enemy as long as you're aiming even remotely close to them, you hit for 36 each tick pretty much all the time.
Each tick of Drobot's lasers goes by much faster than most characters, just like they always did ever since SSA. This racks up damage so quickly that many enemies that drop in die before they get in range to even attempt to hit Drobot, let alone actually get close to killing him. He can also hit multiple enemies at once, as his 4 lasers seem to count as separate projectiles, meaning an enemy can get caught in the side lasers while someone else gets shot by the other blasts.
All of this is backed up by Drobot's Afterburners, still as cheap a tactic as always. Dealing 160 damage and able to be used while his lasers fire, it's easy to just sit there and shoot until enemies get close, then simply pull back on the control stick and use Afterburners. Extra speed means he dodges enemy attacks that were aimed at him up close (melee attacks fail completely), while 160 damage is enough to finish most enemies that don't die to the lasers. Simply fly away, watch them die to more lasers as you start shooting from a new spot, and when they come after you, rinse and repeat.
And we're still not done. Drobot's Hover ability turns him into a ship from a SHMUP game. Ability to move while keeping your lasers aimed at the enemy? Computer assisted aiming to ensure your lasers hit? And you can quit at any time to go back to baiting enemies into painful 160 Afterburners damage? Absolutely broken, especially since Kaos Doom Challenge has set spawn points that you can abuse with Drobot's lasers.
Finally, Kaos Doom Challenge gets wrecked by Drobot even if the Box o' Doom gets destroyed. So what? The only thing that happens when the box is destroyed is
that a larger version of the enemy that destroyed it is spawned (for instance, if Cuckoo Clocker smashes it, you get to fight a larger Cuckoo Clocker). And Drobot doesn't care. The larger enemy is a bigger target for the lasers, even easier to hit with Afterburners and never reaches Drobot because it's so slow.
Add to that, Drobot's ability to handle the
Doom Meter when it overflows in the later stages, and the entire mode is easy. The only thing the meter does when Kaos gets really mad and you don't release the pressure is it turns the next wave into nothing but shielded enemies and Grave Clobbers. Frankly, I set the meter off deliberately, as it was easier to deal with these guys than the regular waves most of the time. They're slow, they walk in a line, and they're easy pickings for Drobot. They're the "Tower Destruction Team" as far as I'm concerned, because at worst I sacrifice 2 towers to these guys while Drobot massacres them. And then I just rebuild the towers in the next Build Phase.
Arena mode doesn't fair any better. Drobot single-handedly wipes all of them on Master Blaster at Level 20. All of them, no switching, not even any need for trapped Villains to swap in. Just Drobot and shoot. I will admit that Brock's Rumble Clubhouse does break this rule a bit, in that the last level has a 1 HP section that basically is a game of luck (though Drobot's lasers still massacre everything and you can stall for time easily). Also, the last level has Cuckoo Clocker enemies that...well, I don't know what. The enemies can easily kill Drobot if they attack, but I can't see the attack. At all. Just....for some reason I get smashed repeatedly by attacks I can't see (the Cuckoo Clockers just stand there, but I get whacked for stupid levels of damage, literally out of nowhere). Simple fix, swap in Brawl and Chain (mine's Evolved), kill the Cuckoos, and it's back to Drobot.
Shame, really, since I like hearing analysis for Tier Lists, but Drobot on Master Blaster makes this Tier List redundant. It's S Tier here, as it is in Story Mode, as it is everywhere. I went through all the Arenas with him and him alone, no trapped villains at all except the last arena, and Kaos Doom Challenge was Drobot and Drobot alone (except for tower building, which needed other elements), all done on 1 player. It was the most boring time I've had playing Skylanders TT so far. Just hold the button and win. Literally.
EDIT: just thought I'd clarify that I'm not saying we shouldn't have a tier list at all, I'm just emphasizing that Drobot is so far beyond everyone else that he practically deserves his own tier above S- Tier. So effectively the tier list amounts to Drobot Tier and Everyone-whose-name-isn't-Drobot Tier. Just my opinion, of course.
One more thing, Star Strike might need to be put to F Tier. Don't get me wrong, she destroys Arenas and Kaos Doom Challenge modes on par with Drobot, but she can cause the game (at least on Wii U) to be really slow. Something about the reflections of her projectiles are just too much for the game to handle, and it lags so much that you can't play the game at all (especially on 2 player co-op in Doom Challenge). So, F-Tier for just being unplayable due to lag (on Wii U at least), but still S-Tier because, well, because she's Star Strike.

Jackalope I agree we need to be careful on how to rate them but I'm not sure what you mean by events. Could You explain to me a bit better?

Think of it like this. Lets say we need to rate Enigma. A group of people who frequent this thread would test him out in Kaos Mode and Arena mode on a specific date. After completing both modes with him(may require more than one completion), they come back to this thread, and give him a tier position. If more people think he's A, then we'll put him in the A tier(or whatever tier gets the most votes). That would be an event. There's probably a better term than "event" that I'm not using, but you get the general idea.
So we may want to start to organize some dates in which people can do this. I would recommend starting off with Snap Shot and Food Fight, then moving to Waves 1 and 2 plus Gearshift.

Still, he's great at controlling large groups of foes and keeping them where you want them, and his shield and fire breath do a good amount of damage. His fire breath requires you to stand still, but the damage it can do is worth it, and with the upgrade it has decent range.
I'd recommend using him as another baseline with more detailed tests - he's definitely not S tier, but he's certainly a great candidate for A tier.
For swap force, I would suggest to consider combinations but only for S the best combos. (i.e only list the best "Spy-something" and only if it is better than Spy Rise).
Readers might be interested to integrate know if thete are swappers combos that can help them beating the final stages.

Has anyone tested yet? He should be A tier on either path because his damage is really good, his wheelie goes through enemies which makes him really hard to corner, his spin attack gives him decent crowd control, and is overall really fast

Interesting to see which characters people like. I am personally a Drobot fan but haven't even used him at all in TT. Must give him a run today.
I pretty much only use a fully upgraded S2 Whirlwind on the Tempest path. Fly around enemies just out of range and mash the secondary attack button. Haven't had a problem getting through the Kaos Mode levels yet.

His swipes, although awkward to use, do very high damage and is useful for taking out enemies like Pain-in-the-ass-yatta. Also, his bone smash is really good for crowds. I've been to busy to post but I'm not letting this die. I will put Grave Clobber in A tier because I have used him and 100% agree.
Popthorn-Tuff and Puffed- His spike shooting attack is fast and does pretty good damage(And they're homing). His roll is ok but if you're surrounded it can help a lot, when unpuffing he blasts out huge blast of air, clearing out enemies. And when you puff back up you deal damage to everything near you. His air breathing attack is rapid but doesn't do tons of damage, but when you're unpuffed you go really fast, which you can dodge a lot of attacks with. His "landmines" are decent, if you being chased you can just lay a few of these down. You also get good defense when puffed up.
I think he's S Tier. If people don't agree with me then he should definitely A tier.

From my plays on hard mode, camo horn thorn is very powerful with melon master path.
The woo pow is still very effective, just spam melons and you nuke everything.
The sun burn has a long ranger and is also effective.
I had no problems with many arenas or kaos zones.
I guess he's easily A tier.

It seems like Masker Mind can't control enemies in Kaos Mode, so he belongs in E-Tier (As opposed to G because it still works in Arena, but it still isn't that good, so G-tier is still a possibility)
I just tried him. He seems to be only good at teamwork and I'm only counting how characters could do on their own. Join the G Tier Cill Bill.
I've noticed all the villains in G Tier and all the Dragons in S Tier. Dragons really seem good in this game. I will use Zap, Sunburn and Whirlwind tomorrow.
Buzzer Beak - B Tier
His copter blade attack does some pretty good damage, and his butt stomp attack is powerful, even though it takes a bit to execute.
Bruiser Cruiser - E Tier
His punches do good damage, though he's very slow and his explosion attack leaves him vulnerable for a while.
Chopper on the Roar Like Never Before path - C Tier
All his attacks do decent damage. His missiles have long range, his helicopter dash attack is good for plowing through Chompies or other small enemies, and his roar is good for crowd control. Plus, his Soul Gem is pretty powerful.
Fist Bump on the Bamboo Bonanza path - B Tier
He's pretty strong and can take on most enemies with ease. With bamboo, he can heal himself easily.
Food Fight on the Bloomer and Boomer path - B Tier
The Tomato Launcher has good range, and setting down three artichoke bombs in one spot can deal serious damage to any enemies nearby. His zucchini blast, while not as useful, is still a good move.
Jawbreaker on the Out-RAGE-ous path - A Tier
He's capable to dishing out good damage quickly. His Hypercharged Haymaker is very powerful and has great range, and the sparks he releases while in Robo Rage mode can easily chip away at enemies.
Lob-Star on the Shooting Star path - A Tier
Steam him and he can do good damage with his Traptanium stars. I also like his charged attack on this path. It's pretty powerful!
Scrap Shooter - F Tier
His attacks don't do that much and he remains stationary while using them, leaving him vulnerable and easily swarmed.
Sheep Creep - G Tier
I know he's the starter villain, but it takes him FOREVER to take out one enemy, and his secondary attack leaves him vulnerable.
Threatpack - A Tier
Launching missiles. 'Nuff said.
Torch on the Forged in Flames path - B Tier
Just hold down Attack 1 until enemies die. Like Drobot, except her other two moves are useful, and her flamethrower isn't broken.
Wolfgang - S Tier
All of his attacks do an insane amount of damage. He's always my go-to villain for Kaos Doom Challenges.
