Actually, Mii Brawler (who's widely considered within the running for top 10, easily) and Mii Gunner are perfectly viable without equipment. Swordfighter isn't great, but the other two are. Brawler is basically Little Mac without the obnoxious super armour, but in exchange, he has an air game and more range (and a projectile if you use Neutral Special 1). Gunner is basically a less situational Mega Man with a bit of Samus thrown in, and some other unique specials. People could still use Swordfighter if they really wanted, though he is quite limited.
I also don't see why custom moves even need to be voted on. They are not broken at all. In fact, they are healthy for competition. They make a lot of lower tier characters stand a chance against the higher tiers much better (the lower tier characters, for the most part, have a better variety of custom moves than the higher tiers, making the playing field more balanced out), and in general, allow you to fine-tune your character to the match-up you are about to face. For example, Rosalina's Luma Shot is more risky against characters with a reflector since the move can be reflected, but Luma Warp removes that risk in those match-ups, in exchange for less varied positioning of Luma (since Luma warps a set distance, and you cannot change it, unlike with Luma Shot which has multiple charge levels).
The only reason most local tournaments won't be using customs early on is simply because of the complications involved in providing a system that has all of them unlocked, in case players don't have a 3DS of their own with the build they want. The Wii U version makes you unlock all of the customs again, so tournaments are either going to have to wait until most tourney organisers possess Wii U systems with all customs, or they are going to have to set 3DS booths up that have all of the customs and then let people build a set there and import it to Wii U, or hope someone at the tournament has a 3DS with all customs. Customs just present an organisational issue for local tournaments right now, but even that is not going to be the case for long.
In an online tournament, however, there is no issue there. Everyone is playing from their own system. Everyone should have the customs moves for their mains if they are truly interested in playing this game competitively (and if you don't already, it only takes a few minutes to get all customs for an individual character when you know what you are doing). If you don't have all of the customs for your mains, you can still get them in time for this tournament too.
I'm not sure if I will be signing up for this right now, it depends on when we are starting it and it depends on how well you guys with different time zones can collaborate with my chances to play. But I thought I'd chime in on this anyway, because it seems like people are a bit uneducated on custom moves, and on the Miis.
