I know most of these special coin areas can only be accessed once between levels but this area was not available when I finished a level? Is there something special you have to do?

Maybe beat the game? I didn't do any special. Or maybe a certain Villain quest.

To clarify:

I talk to Quigly and am on the ramp. I walk along and press Right-Trigger (RT) to auto climb a ladder and then one time I could press RT to access the coin filled platform level.

However, this time when I walk to that spot, there is no opportunity to press RT to access it.

You can do it only once each time you're at the Academy. So if you do any chapters, arena and/or Kaos Doom Challenges, then you go back each time and do it again.

Sigh... Yes, I know and as I stated I had just completed a chapter. I could do the other coin filled platform areas but not this one? I was not given the choice of RT to enter it, this time around?

I am trying to deduce if there is some other, potentially esoteric, rule on this one...

Have you tried returning to the main menu, and then re-loading your save?
Or even just switching on and off your console.

It should fix the minor bugs.

I will try again this evening. I did not suspect a bug (after all, there would be very few environmental variables in place at the juncture so play testing should have resolved any issues in that simple scenario).

from that sentence i couldn't tell whether he was speaking to Quigly each time, or just the first time when he was able to enter the platforming level. So i decided to make a possibly superfluous suggestion, to emphasise the specific detail, on the off chance it was the step being left out.

I also stated categorically that I walk back to the spot where I would press RT to access the platform "level". How could I do that if I did not talk to Quigley again?

All I can say is some times after I finish a chapter it will not let me play one of the coin stages. I don't seem to see a reason why but I have had this happen with different coin stage things.
