Yes, it is.

You have to take the second space taxi, and go to an area with a lot of platforms and some of those metal bridges.
After you reach that area, which also hosts Wolfgang's quest, go straight down and you will find a super bounce pad that will take you to the treasure.

It is in the same room where you can play Skystone Smash.
