I thought it was their heads,but apparently in one of the newer games (Not sure which...) after finishing a level as/with toad, (Or something else, not sure...) he will
tip his head, and the mushroom part will slide slightly to the side like a hat.....
......
So I guess its a hat. e_e

maybe it's a hat that covers their head which is identical to the hat

could it maybe be similar to a hat but connected at the center? Like... there's a lot of space under it and it can move? I mean in the rpg games hair grows from under them.
