Yes, but the PS4 version is the desired option. Absolutely nobody wanted it to come out on PS3 so late in the console's life cycle, held back with limitations and such.

Obviously you don't understand the hardware limitations that the PS3 has against the PS4. Expect Persona 5 on PS3 to have jaggies, possible pop in, and probably locked FPS.
The PS4 version should be clear of the hardware issues the PS3 version could have.

I thought you meant they were going to exclude stuff from the PS3 version and only keep it on the PS4 version.
