I like your idea Bifrost. Actually, if it were a Darkness Element it probably couldn't help the Core of Light anyway, so if this is a Kaos Element and they explain that it would just be detrimental to the Core I guess it wouldn't be that bad.

How would they make it to Earth? He just send them there? If so, how? And let's assume Kaos is still evil until you trap him (that's how it seems to go with villains)- why would he make Skylanders to help the Skylanders while he was evil? And if he decides to get them to help after he turns good, how would they make it to Earth?* If he decided to make Skylanders to help the Skylanders to stop other villains, why would he do that over using his own existing weapons of military?
Actually, this talk about Kaos making Skylanders makes me hope he has the Evil Minion Skylanders as part of his moveset.
I'm just afraid a new Element would go unexplained and be tossed in. TFB are better at explaining lore, but considering the villain timer is left unexplained ("they get tired" seems like a cruddy explanation to me, because Skylanders can fight much longer and it looks like you can send villains back in after their timer recharges for just a little), and I still haven't seen mentioning of Portal Masters, I just feel cynical about it. It's just a game, I should really just relax. Sigh. Hope the lore isn't as meh as I expect.
* Note: it'd still make sense for them to be played in older chapters because, according to the Skylanders Quiz Quest and a Story Scroll in SA, Portals can travel in time (so when you replay a chapter, you're probably travelling time**).
** I just thought about it and man, it'd be awesome if they made multiple game paths with completely different levels using that lore. It wouldn't have to be too many paths, even just one level in the middle of the game deciding one of two or three endings. You could travel back to that chapter and then depending which way you go get a good, bad or neutral future which each have several of their own chapters before the last, for instance (with good future as canon for the sake of it). Nothing more than speculation unrelated to Elements, though.
Well, Kaos could have "created" these strong villains BEFORE the events of Trap Team, and, after becoming good (I don't think you'll need to trap him, he just seems to want some help, with the Golden Queen), he convinced them to join the Skylanders.
About trapped villains, I think you could say that once an enemy is trapped, you can only bring him back again as an ally for a few seconds.
However, you can free him entirely, returning him to his evil behaviour.
