Retailers all over Europe are listing the dark edition starter packs on their websites. Its being listed for all systems except Xbox One. GAME have even stated on twitter that they won't be stocking the dark edition for xbox one.
Last year Europe didn't get the dark edition for Wii U with no explanation why.
n though, why are activision leaving one system out every year. It doesn't make sense

No that can't be it, Xbox One has sold far better then the 360 at this time in it's lifecycle. Nintendo is going to get a Dark Edition because it's Nintendo and has a marketing deal with Activision. PS4 is probably doing a deal with Activision similar to how it's doing it with Disney Infinity. However Microsoft probably hasn't agreed to a marketing/sales deal so therefore they won't have a collector's edition.

It cost Activision literally nothing to pack a Xbox One disk in instead of PS4 or Wii (u). So it's down to deals with the first parties.

Australia is getting one maybe Game has decided not to stock it. If you want it badly just get the Dark edition for another platform and a Standard for the X1 and sell of the game/portal from the Dark edition.

In an ideal world, we'd all do that, but some of us simply don't have the finances to do so. I can barely afford the dark starter for one system after pre-ordering Destiny.
