Miku looks dumb. Dunno what the character is from, but it's ugly. I never knew why it was popular.

It's a Vocaloid.

Vocaloid is a sound synthesizer program sold under the premise of a singer in a box. Plug in lyrics & music (well, a bit more complex to use then that, but yeah), and you can create songs sung by the character of said Vocaloid product. Miku is possibly the most popular (and most overrated) of the Vocaloid programs. Most Vocaloid programs have an anime style character on the cover of the box under the premise of the voice of said program being said character's voice.
