I heard it comes from the term Fake Shemp.

Fake Shemp or simply, "Shemp," is the term for someone who appears in a film as a replacement for another actor or person. Their appearance is disguised using methods such as heavy make-up, filming from the back, or perhaps only showing an arm or a foot.

That must be why you have to flame Dr. Shemp's back in order to defeat him. Although, it still doesn't explain why it's a recurring term in the Spyro trilogy.

The mini games had a lot of parodies of current trends (at least in Spyro 3; Doom, Tomb Raider, racing games, etc.).
