Both the one we're forced to use: "Doesn't appear like that in-game" AND the "proper" definition: "Is randomly included in shipments, so must be chased to get lucky enough to get one"... I know my GITD Cynder came in a starter pack that was sitting next to packs which included normal Cynder... I lucked out to get her.

The GITD starter pack was a specific item, much like the Dark Swap Force pack is. It just happens that the store you went to had the last remaining one next to the normal packs.
GITD Fright Rider was a specific purchase by stores - I remember (and if you search hard enough you will find) posting about seeing whole racks of them at a KMart. By memory, GITD Sonic Boom was also a "en masse" production.

I remember when GITD F/Rider first appeared on the Aussie scene as an exclusive you could buy from a specific chain (JB Hifi) only if you purchased a (Giants) starter pack. You also had to pre-order the starter pack as they had limited numbers of the GITDs coming in per store.
Well, I already had a pre-order set in stone with EB Games (Oz Gamestop) but also pre-ordered it from JB. I pre-ordered from two JBs and when I purchased the Fright Riders at each store, promptly returned the starter packs as per store policy (i.e. within set time period and still in mint condition). As I had purchased the GITD F/Rider it did not legally come under the classification of pre-order bonus (it was not free). Hence, they had no ability to force me to also return the F/Riders. Crikey, I peeved them off but they had no recourse. I then had a GITD fig for me and one for a close friend of mine in Canada. So imagine my vexation when they become shelf fodder at a different chain later on... Sigh!
