They aren't, look how ****ty (competitive-wise) Mega Ampharos is. Not ALL will be, OP stuff like MegaBlaziken and Mega Gengar though. Blaziken is ubers anyways. Ubers ≠ Legendary / Mega.

I don't think it's a matter of seeing it X number of times. I think like any roaming legend it wanders around. You just have to chase it around and corner it there when it randomly ends up there.

Caught Zygarde in just 2 Dusk Balls. Whittled it down to low yellow health in about 3 turns, and then fired away. I replaced Tyrantrum with Zygarde on my Elite Team now.
ALSO:
Looking for a Dusk Stone? After you beat Team Flare, go to Laverre City. To the North there is a now ex team Flare Grunt. Talk to him and you will get a Dusk Stone.

Just so people know Mega Latias and Latios are different:

Differences I noticed:
Latios flies higher and Latias flies lower.
Latios is more of a darker purple while Latias is much lighter.
Latios has a smaller wing span and Latias has a larger one.

In my Pokemon Games I'm always able to catch the Main Legendary and Side Legends by use of this easy method
1. Before you fight the Legendary put a pokemon with a paralyzing move in front
2. On the first move paralyze the Pokemon, this will save the hassle of any hard hitting physical attacks
3. Whittle it down to yellow zone
4. Don't just throw Ultra Balls, look to see if there are any Balls that have an increased catch rate on the type of pokemon you are catching (dusk ball for dark types)
5. Switch to your highest HP pokemon and spam the hell out of that kind of ball
6. If it takes too long throw a timer ball

I know a lot of people dislike Quilladin, but I don't see why? I personally hated it at first, but it grew on me bc I EV Trained it to be 252 Attack / 252 Defense / 4 HP like as soon as I found Super Training bc I LOVE super training! It took hits like a ****ing boss and when it evolved into my third favorite pokemon, man. It owned that Steel E4 Member and held its own against the CHampion! My top 10:

  1. Chespin :3
  2. Cresselia
  3. Chesnaught
  4. Chinchou
  5. Kyurem
  6. Quilladin
  7. Sylveon
  8. Mega Lucario
