It's the Wii U equivalent of a Xbox Gamertag, Steam i.d, Ps username etc.

Actually, you can have one if you're under 13, you'll just be very mildly restricted in how you interact with others online. And to answer the original question, it's basically this; it lets you play games online (both Wii U and 3DS, the rest is Wii U only, but most of it is coming to the 3DS soon), use Miiverse (the Wii U's social network), have Wii U friends (basically an improved friend code system) and have your own account on your Wii U (separate users have different save data, menu organization and such but the same downloadable games). It's free, but anyone under 18 has to pay $0.50 when they first register, probably for legal or security reasons.
