Things like Kirby and Yoshi and Pikachu go without saying.

I always thought Lili was the cutest Tekken character (I say this in terms of her demeanour and personality, her sex appeal is a different thing entirely smilie). And I really like Barbara in Rayman Legends, and all of the other princesses (though mostly Barbara and her sister because there aren't enough Celtic video game characters!).

I also really like the cutesy, chibi character designs in Megaman Powered Up.

And I've honestly always thought Tails was cute, particularly Classic Tails. Generations' portrayal of Classic Sonic was also pretty playful.

I could probably list some more, but I'm pretty tired and I might just go to bed. =_=

There's way too many to name just five. Clover from 999, a decent amount of the Etrian Odyssey characters, everything from Elebits, Luke from Professor Layton, trainers from pokemon, the protags for Avalon code, Klonoa, several of the deathsmiles playables. My definition of cute is pretty vague...
Then there's that thing where a character isn't so cute in game but various artist or the fandom portray them in an adorable way.

I think Bottles from Banjo Kazooie: Nuts & Bolts is really cute. I like how they reinvented the particularly unattractive character from past games into a character that feels so hard to hate. (Unless cuteness isn't your thing.) He always seems so sad with those big glasses and frowns and he talks in a quiet muffled voice that also sounds pretty sad, and it makes him feel more sympathetic. Also, I think it's cute when you complete a challenge and he starts strutting about.

...I don't have an absolute cutest video game character. I'm just listing one I think is really cute.
