You had to do the math to even get close to what you people said the person ment
73 (for the games, excluding the 75, 74, and 50th) x 23 (as they had to die). then add 22 to the sum (the number of dead tributes for the 74) and then add 47 (the number of dead tributes for the 50th), then add 18 (as the ones dead for the 75th) and you get the answer.
It said in or outside of the arena, which was confusing and impossible. They could have ment how many people who have ever been in the games died (which includes victors, in which you would never know the answer as Suzanne never says how many victors were alive before the war). Also, in MockingJay

So that could have to make you add another *shrug*

Frankly, the person listed nearly 8,000 as the answer. So I more or less gave a freebie to anyone willing to attempt it. <.<

24 contestants are in each Hunger Games, except the 50th which had 48. Only one winner, except in 74th and 75th where 74th had 2 winners and 75th was interrupted.

23 die out of the first 73
22 die in the 74th
+ the extra 24 that die in the 50th.
18 of those from the 75th die in Mockingjay.

23 x 73 + 24 + 22 + 18 = 1743

Each year, ONE tribute lives. For the 74th, TWO tribute live. For the 75th, SIX tributes live (Excluding what happens in Mocking Jay)
So, that is 81 people who have been in the Hunger Games and lived.
There is no way to know how many of those that were unnamed are still alive. (except we know one of them is dead, the first winner from District 12)
During the War, Lyme ( A victor from 2) and Finnick (A victor from 4) die.
So, The only ones Suzanne writes about in the end are
