Well, it says "Pre-Order" but there isn't actually anywhere to pre-order it. Besides, most exclusive/rare figures are in store only - it's fairer that way. Means your luck of getting on is even, rather than just being able to order it online and be guaranteed to get one.

That's a completely ignorant statement as it would then say it's ridiculous to release them anywhere but the U.S. if that didn't happen they wouldn't be as big as they are to day. You have to face the game is global and they do things differently with different countries. Glow in the dark fright rider for instance never came to the US and was released in the UK only, dark spyro as already pointed out got a single done that way. The U.S. might just get gnarly as a single while the UK gets punch pop fizz. Or they could swap that later on so everyone gets all variants like that this time, but it does make them more unique in different countries getting certain ones only.

Taking that last ride through the sunset on skylanders. Hopefully a return of more classic spyro gameplay in the horizon.

Edit:They now have the swap force battle and adventure pack up for preorder
