Both!

It has it's own rechargable battery.

But, you can't change it for any old battery, you need a special WiiU gamepad battery if you were to replace it.

Well, all lithium ion (rechargeable) batteries get to the point where they can only hold a fraction of their original capacities, but that always takes hundreds to thousands of charge cycles, so you'll probably be fine for quite some time.
