It's basically what I call a "passive-aggressive request." Rather than flat out ask to be suspended he blatantly decided to ignore the rules (in this case, filling every topic in Idle Chatter with GIF spam) so he'd be suspended. But again, given that he was protesting the idea in the first place, this is probably a joke. *shrug*
