I don't know how they are doing it, though I suspect it is as follows:

When two users attempt to make the exact same topic (same title, same post, etc.) at the same time, one will error out and be posted and not posted at the same time. If one goes to this glitch of a ghost topic, one will be taken to the prompt to make a post in said topic. Doing so, will fully create the topic, though the first post that caused the glitch won't exist and the second psot which fixed the topic will end being treated as the first psot by the system.

(I was the one to encounter and "fix" the first one that this happened with.)

That would be theory 2 of mine.

I've considered them being the same. It's the only explanation for theory 1 that allows it to make sense.
