Simple flaw here: you can't ensure that the community acts in compliance with the rules. Want to kick out someone who's legit but we hate him/her anyway? Just vote him/her out!

When it comes to decision-making on who has access to this site, that responsibility should lie upon someone who's entrusted with keeping the site's rules in place, such as a moderator. The community as an individual entity cannot be relied upon for making the most sound decisions, especially when you get the herd mentality of voting someone out for whatever irrational reasons people may have.

Sounds cool theoretically, but I could see some problems. A mod could just vote a user to be banned simply due to their personal dislike for them. Plus, Dark52's vote should beat all of theirs anyhow....
