1. Have a bunch of layers and use the power of the circle to draw out the head.
2. Draw out what you are looking for.
3. Use darker tints of the color, of the character.
4. Color in but, use the dark outline as the top layer. (after that's done combine the layers) (also add background)
5. Use the airbrush tool (on top of the outline layer), lower the density (make sure it's on black). After blurring the airbrush you are done.

I hope this helps you guys. I used Paint tool SAI on these.

Okay that's good. I might have to use join.me in case if someone doesn't get it.

What I do is:

1. First I create a Outline Layer and a Background Layer, putting the Outline Layer on top and the background Layer on the bottom.
   
2. Next I use a 3 px brush tool to create the outline.
   
3. Then I create a Color Layer beneath the Outline Layer but above the Background Layer.
   
4. After that, I color in the basic colors.
   
5. Then I create a Shadow Layer and place it between the Color Layer and the Outline Layer.
   
6. With that layer I color in the shadows.
   
7. Lastly, I create the background, the way you do it is up to you.
   

If at the end the order of the layers goes like this, then you did it correctly:
Outline Layer
Shadow Layer
Color Layer
Background

Oh thats what I do but I first sketch it and then draw a outline. Though it is quite thick since 100 x 100 is not that good on my Photoshop. So it looks like lots of squares and a blurr
