So lightcore figures don't cost more overseas?

This isn't anything special. It's a box, all you have to do is open it and you could put any figure in there.

Yeah Lightcores cost more in UK than in US
UK about £11.99
US I think $11.99
£11.99 in dollars $18.21
We should really get it at £7.89 but we don't so US Skylanders are cheaper

I don't necessarily doubt that you found a Lightning Rod in LLC Chill box, but its no packaging error. Just means someone else swapped it.
