They're called a diaeresis (or umlaut). And no, when you're reading words, it's NOT read the same. Accents are used in words to specify pronounciation, inflection, and where there is and is not pause in a letter.
The word "fur", if pronounced as spelled, would be "fɜːr", like the "fur" in furlough. The word "für", if pronounced as spelled, would be "fyːɐ̯", like the "fur" in fury.
When you're speaking in different languages, it is critical to use accents. Otherwise, you won't be well understood and you'll most likely end up making lots of mistakes.
