Although the Island of Misfit Toys theory is adorable, I believe the design for Fright Rider is probably a nod to Joust. Considering the game's legacy, plus the feathers on the knight's helmet in Joust kind of look exactly like Fright Rider's ears.

Nah Acti already got back at Atari long time ago, after all when was the last time you heard of Atari putting out a game? But the oust connection fits pretty good.

(Small FYI: Atari didn't make Joust, Williams did)
