Yes, it represents an evil laugh. The character Kururu from the anime "Keroro Gunsou" (Sergeant Frog in English) does this laugh as one of his character gimmicks. The anime was relevant like, 5 years ago though, so it's strange to see a Kururu fan these days. (Though admittedly he WAS the best character in the show by far)
