in the first level the treasure boosted stats. will all the treasures do that and will the boost only be for the skylander that collects it or all skylanders

Legendary Treasures ARE used to boost stats of the Skylander that collects it... But, they can also be used for decorating Flynn's Ship

Probably just like SSA where the later in the game, the more money you get from them
