There's never been a Ground type starter Pokemon in the main series games.

She doesn't look like a starter Pokemon but if I had to choose, I would say she would either be a non-evolving Pokemon like Druddigon or a legendary like Reshiram. I can see why people think she looks like Reshiram but I still say she looks more like she belongs with the Skylanders than as a Pokemon.

A rare dragon or Legendary, maybe, but not a starter.
