I know the reposed Cynder will be in the new game package, but is she going to be in the one for those who already have a portal?

No, Series 2 Cynder won't be in the Portal of Power Owners Pack.

The prior mentioned confirmation of her comes from the ToyWiz leak that listed hher in single form and was the first site to list te correct names of all skylanders but it also showed that the release date for all figures was in October reducing its credibility and actual knowledge it also failed to provide any information on triple pack contents showing it ad no actual insider release information.

In short this source is not likely valid and I don't think we will be seeing a series 2 Cynder single. If you want one pay the extra $15 you also get JetVac or Punch Pop-Fizz and a wired backup portal.

in portal owners pack its just tree rex but non is tree rex cynder and jet vac

Well, POP (portal owners pack) has Tree Rex, while spathe starter has the other two. So of you're looking for Cynder, then an extra portal is the price you pay for that New Cynder.
