Not sure if I've been living under a rock and this is common knowledge, or GameFAQs using an "official blurb" that isn't completely accurate. But their short comment for Skylanders Giants (with a ship date of 10/21) is:

Skylanders Giants is an all-new adventure for existing Skylanders toys that will also add 20 new characters--including eight giant ones--to the roster.

If that's right, that would make twelve new "small" characters, which wouldn't make sense because you'd have more options in some elements than in others. Or maybe four of those "new" small characters are Legendary versions of already existing people?

Most likely that's what they meant. We know there are at least 3 variant figures coming out too, those are Punch Pop Fizz (this game's Dark Spyro) and Legendary Slam Bam and Ignitor.

There's a small chance that later on they will release a light and dark giant as said in the story scroll

Well, that's cool. We already know about the eight new skylanders, plus two legendaries and a variant pop fizz, which totals out at eleven.
If this is true, it means there's still one more legendary or variant we haven't seen yet!

8 new Skylanders plus 8 new giants = 16.
There's more than likely going to be 4 Legendary variants, so that goes into 20. I'm sure the total doesn't necessarily have to go exactly to 20, if it's even still relevant in the first place.

This belongs in the GIANTS section, though.

There may be one or two more legendaries, considering that they only have 2 elements without legendaries (Life and Air).

I think it's reffering to the 8 new Skylanders, the 8 Giants and the four new Light Core characters.

I also expect there to be a Legendary Lightning Rod or Legendary Stealth Elf (or Zook?) as the unconfirmed Legendaries..

i can confirm as i work at tru there is a legendary triplepack coming out at release containing ignitor slambam and jetvac

^Really? I myself was hoping that it'd be Lightning Rod, but considering that the triples will contain two remodels and one new, it makes sense. Know anything about a Life Legendary?

most likely shroomboom because it wouldn't make sense for there to be one new figure with a legendary. based off past information there will also be a chance for there to be a legendary pop fizz because of the the was normal, 3ds exclusive and legendary
this pattern could slowly repeat itself as the pattern has seemed to be. Normal pop fizz, 3DS popfizz and there may be legendary popfizz to complete the circle like spyro. However because popfizz has a lightcore figure this could destroy my theory meaning it would be shroomboom.

My Conclusion
It is a most likely possibility that shroomboom will be the next legendary although there is still a chance of it being popfizz. popfizz has the lesser chance because of his lightcore. even though shroomboom himself has a light core this should not effect anything but draw the line closser to popfizz even though he is unlikely.
