Because suddenly logic applies to dragons who have elemental magic and can fly; then when one grows iron through her scales she's not a real dragon.
SUDDENLY LOGIC.

(( I seriously hate it when people call mythical creatures "not real". They don't exist. So you have no facts on what's "real".))

I remember years ago having one of the producers say this was caused by the lack of time to explain it ingame.
I don't remember about the interview very well(it was on the old official LOS forums),but they would put a cutscene where she put them back on for whatever reason.Along with another cutscene where Sparx,Cyril and Volteer interact, the scene was cut from the final game since they had no time to do it.

In Spyro's 2nd story 'The Eternal Night', when Cynder was captured, she had a choker on her neck but not on her tail, then in the 3rd game 'Dawn Of The Dragon', she had a choker on her tail and front legs... The choker was a restrictive device in Eternal Night, she was obviously trying to get away....

I don't think there would be evilism in jewelry, it was just something to symbolize her captivity.
Also, in the cutscenes where Spyro learns of Cynders past from the chronicler, it shows chains. It was a restrictive device.

Another theory is that after Spyro and Cynder were freed from the time crystal, the orcs and grublins put the jewelry back on her.

She is a black dragon. When good she is a dark purple. When evil she appears more black. She is beautiful and she likes spyro. Her 4 elements are Poison, fear, wind, and shadow. She served malephor most of her life but she was not corrupt entirly like malephor.
