They are molded on to the glow in the dark skull. They are not painted a different colour or anything special.

Yeah, only Chop Chop and L-Chops have that treasure on their base. Honestly, it was probably meant to be on all the bases, but Ghost Roaster's tail kind of covers the area, and Hex's dress covers it too. Cynder's foot is kind of where the gem on the necklace would be, so they probably decided to just ditch it in the designs for the others.

I guess you could attribute it to Chops being Arkeyan bred, and the Arkeyans at least seemed to me to be a very rich society. (All that gold couldn't have been cheap! smilie )

I took it to be a call out to his Arkeyan backstory. The Arkeyans were ruthless conquerers and probably had their fair share of treasure from plundering.
