Agreed. There's no reason for this what so ever - if anything it just means that they have to do more work. Assuming that the each Skylanders figure had a code on the chip to identify the character, then they would have to use two codes. For example:
Say the code for the original model of Spyro is 00000001 (or something like that) and the code for the remodeled version of Spyro is 00000002. Because, as we already know, the new toys work on the first game, the remodeled version of Spyro will have to include both codes - so the original game can recognise it as a character.
This would be understandable,
if the information for the upgrades (not the upgrades purchased, the actual upgrades themselves) was on the toy - but they're not, it's data saved onto the disc of the game itself. I would be willing to buy remodeled versions of characters I don't own already and maybe some of my favourites, but for someone like you, as a loyal customer of Skylanders produces who has already bought every Skylander, it's kind of a harsh move.
However, there's nothing stopping you from selling the old figures and buying the re-released ones if you can still use them for the first game.
