I keep seeing people who have moving Avatars and i want to know how because i REALLY want one

Some avatars are pictures, like .jpg or .bmp files. But some are .gif files, which can show movement.

Just do a search for .gif files if you can't do it yourself.

Yes, google animated gif.

Then again, I think you already found the solution, given that you now have a moving avatar?

For the record, Himewad has an animated gif; if you watch it long enough, the Flynn in his avatar winks at you, but you have to be patient... Be careful, though, as if you blink, you will miss it and have to wait all over again...
