I have misplaced topics before when I was new as well like putting a help topic in "general" and already I had users on my back about it but I try to make good out of it rather than argue so if you accidentally put something in the wrong area due to being new then its understandable. Until it gets to being a habit for some users then its a problem.

But if you act foolishly, wether they say it harshly or not, you need to realize how thinks work here.

They have the right yes, but that should mean I also have the right to tell him how things work around here. It would usually be better to apolgize just to the member's you feel the need to apoligize to. You can reach their profile by clicking on their name.
