I do it with the colour replacement tool on Photoshop. I don't think you can do it on paint though.

its easy on gimp smilie
ok first get the free select tool
(or ellispe tool if u wanna make circles)
select the parts u want to be colored then go to colors>colorize
then color it then ur done smilie
