What do you think is the hardest non-legendary pokemon to catch in the video games?

For me,it is:

Gen 1:Tauros(It flees every time you see it,and seeing it is unlikely to happen.

Gen 2:I don't really know..Misdreavus?(It is able to see only at night and it is very rare too)

Gen 3:Tauros (remakes of red and green)Or Feebas(found in one random fishing spot in route 119)

Gen 4:munchlax(that's just plain hard to catch,being in a random honey tree in the whole sinnoh?
