I'm going 2 b making a Spyro site soon, but in the meantime I've done this:
packswolf.weebly.com It's not done yet, as it says still under construction but ya I reckon it's not bad for an 11 year old. Hopefully in a few weeks u will b able 2 log in and have a profile page and all that stuff. Look out for a quiz too!

i what to make a website i just dono how i whant something like this or what spyroboy has does anyone know where u can make one for free but not on webs or that stuff i whant to make my own website with members can join

It was originally meant as a roleplaying site, though there are sections not meant for that.

Also, it isn't really related to Spyro.

I know this one site that won't allow 12 and under, but they still sign up and say they are 12 or under, and they don't get banned at all.

Why? They act like 13 or older.

1. No flaming or trolling. I will not tolerate it. Members who decide to flame/troll will be suspended or banned.

Suspend and ban are the same thing.

If you permi-ban a user just for flaming or trolling, then you have bad issues.

Likewise, would kids stop torrenting movies and CDs? I'm not encouraging any kind of action, but I'm not discouraging it either. Technically speaking, the wrong thing to do, but really, people's moral compass aren't going to be that sensitive. I know a few other people who joined forums but was under 13 despite restrictions. And I torrent myself.

So in other words, don't take Kyo too seriously.

Oh yes, this is something I forgot to mention about my site... I allow any user to have their own group so they can have their name be whatever color they want it to be.

SYSTEM ERROR! They're two seperate things... Calling it a temporary-ban just shows your weak, you don't have the guts to perminant ban someone...
