Because Sakurai has already brought back three veterans on his own without even needing the poll, so it's obvious he favors veterans as DLC over newcomers. And Wolf is the obvious next choice for veteran DLC since Snake has legal issues and Ice Climbers have technical issues.

I don't know if I would say Sakurai prefers Veterans, more that veterans take much less time to make. Wolf makes too much sense not to come back. There's a new Star Fox game coming out very soon, he's both a semi-clone and a veteran so he's easy to make, and he's overall popular. He was right next to Lucas as the most wanted DLC character in Japan.

Yeah I'll be absolutely shocked if Wolf isn't released to coincide with Star Fox Zero.

Note that there is most likely going to be more than one ballot winner. I'm only expecting 1 to be announced tomorrow however. Inkling, Wolf, and K. Rool seem like the most likely choices at the moment.

Mind you that Nintendo never said that the actual winner of the ballot would get the character (probably an attempt to not bother with joke suggestions like Shrek if he got the most votes) but would rather use the ballot results as an idea of who to put in.

Though I think Wolf was getting in even if he didn't get any votes on the ballot. The matter is just who else is coming with him. Some 4chan leak (take with grain of salt) suggests Wolf, Dixie Kong, and Shovel Knight.

I sooner believe Wolf, the protagonist from Xenoblade X, and Rayman.

Seeing how they never guaranteed the winner of the ballot would get in and that the ballot is more of a template for them to figure out who is wanted, I doubt they'll straight up say "these are how the votes went" in case it turns out the person with the most votes didn't get in for whatever reason (e.g. Snake because Konami is being fussy) and people whine about it.

The best you'll really get is seeing the characters coming forward and assuming "this must be partly due to the ballot". I imagine Cloud came in partly from ballot influence.

Not in Smash 4, but he's changed his mind on characters before. I wouldn't count him out for Smash 5 yet, (We don't even know the full roster for Smash 4). They're starting to run out of actual All-Stars quick, and they've already started picking from more B tier characters in Sm4sh like Palutena and Robin. The only actual characters that I can think of and could be considered big Nintendo All-Stars are Toad, Ridley, Waddle/Bandana Dee, Dixie and maybe Inklings and K. Rool (His lack of recent appearances makes me think of him a little less as an All-Star, but Retro's probably going to change that soon). I think we should wait until we judge who's possible and who's not.

They'll surely mention the ballot in some way, but they'll choose their words carefully and and won't directly state who won the ballot or post results. IF (and that's a big if) they say who was added because of the ballot, they'll do so carefully and will most likely not directly state their placement in the results, merely saying this character is "thanks to all your votes."

Sakurai won't change his mind on Waluigi unless Waluigi's situation actually changes. Like if they make Wario & Waluigi spin-off games or start putting him in Warioware as a prominent character, then maybe, but not when he's just effectively showing up as courtesy to his niche fanbase in spin-off games.

In addition, I read that apparently FF7 was supposed to be on the N64 but got moved to PS because Nintendo stuck with game carts for N64 which FF7 was too big to fit on. So.... the move to PS wasn't due to hate between SE & Nintendo but because of Nintendo sticking to carts in an age in which it was a dying fad.
