Waluigi won't appear in Smash until they actually make him more than one dimensional spin-off fodder in the Mario franchise itself, because that's literally all he is right now and all he has ever been (he was even created for the sole purpose of being a partner for Wario in the original Mario Tennis, and they at one point considered making him a female as a "Wapeach" instead of a male). The only Mario characters in Smash are characters that have a wholly unique identity and abilities and they all have had some degree of major involvement in the main series, and are also "poster characters" used on lots of promotional material and their popularity is more than just a niche following and they are either icons or icons-to-be (Rosalina is a bit too new to say she's outright ICONIC yet, I'll wait until her 10th year rolls around for her until I start saying that, but she's getting more and more popular by the day and she's the poster girl of one of the most critically acclaimed pair of games in the history of gaming. She's also the only EAD Mario character not created by Miyamoto so the team at EAD aren't going to just stop using her for no reason. I'm also not sure where Bowser Jr stands honestly, he doesn't seem all that popular and is sort of "there" these days but he still shows up in the main series at least). Waluigi doesn't come close to touching that status, though.
That's the reason Sakurai made that post. He knows Waluigi has some dedicated fans, but he also isn't big or fleshed out enough to be worth putting hours into making him a full on playable character. Hence the analogy of "just because you try hard doesn't mean you make it in".
Sakurai won't change his mind on Waluigi unless Waluigi's situation actually changes. Like if they make Wario & Waluigi spin-off games or start putting him in Warioware as a prominent character, then maybe, but not when he's just effectively showing up as courtesy to his niche fanbase in spin-off games.

They're not exactly B-Tier though. Kid Icarus is fairly well known and Palutena has been in every game. And she's the star of the show in Uprising to a lot of people and that game sold quite well. The latter also applies to Awakening and Robin.

He's not really an icon as he was never a very popular villain to begin with (hence he was phased out of the DK series) in part because he's a big green reptile just like Bowser, and any "popularity" he has right now mostly comes from the Smash fanbase wanting a "classic", villain character. He's Ridley 2.0 as far as Smash speculation is concerned.
