not a chance first thing that cynder had to do was to collect all the guardians powers for step #1 to free malefor but he never expected for spyro to b in the picture too

well im saying that he could tell some one too build up his army while he is imprisond then he wouldn't have to do so much work when he was free and he could reak havoc pluse when he got freed he could use his powers to creat a whol army and he also probably regaind much of his power in the three years he was free with out spyro to stop him
