Well Activision only sees little kids playing (Oops, sorry, I mean raging) Skylanders so they pick a few of the most popular and shove them since they won't (at least in Activision's mind) care.

Okay, if we consider that Slam Bam, Ignitor and (obviously) Jet-Vac are all extremely likely to be in Wave One from the Amazon leak, I think that pretty much nails this down:
Legendary Slam Bam, Legendary Ignitor, and Legendary Jet-Vac are in a triple on day one like the original Legendaries
Legendary Stealth Elf comes in a Single later like Legendary Trigger Happy
Legendary Bouncer comes out in a Single (During first or last wave?)
