NO IT ISN'T
This prevents you from being able to save the team from a push. Even when you're using ultimate at most you can only revive three people max and still have a 10 second cooldown. There's a lot more pressure put on you to try and save the team from a push and a lot less you can really do if ultimates are timed well (or if they are running dive comp).
I'm a bit less against the changes now that I've had time to think on it, and if the healing rate is increased while in ultimate alongside the multiple beams I'll be perfectly fine with it (I'm happy if the motive behind the changes is to encourage you to keep the team alive to begin with, rather than allow them to die so you can fix their, or your, mistakes).
But most of the talk and footage so far has been of battle Mercy, a playstyle that I personally don't play and mostly find counterproductive.
To play battle Mercy is to often neglect helping your team.
