I need help for another problem in Black 2 [CLOSED]

Ok I solved the last problem and now I have another one. I had my Gyarados hold an power anklet and start murdering lilipups. Now the power anklet is supposed to add 4 speed EVs for each battle and the EVs are recalculated at the end of each battle. So after each battle his speed SHOULD raise by 1. But my Gyarados won't do this. Instead every so often the stat would go up by 2 or more at a random time. Is Gyarados even getting the EVs? By the way is just evolved from a magicarp with an exp. share by taking benefits from beating up basculins, so there is no way his speed is already maxed out

If they have maxed friendship, banish them to a box for a week or two, they'll grow to hate you after extended time locked in the PC.
