How and when do you become a hunter?

You become a hunter when you successfully catch/hunt one wild animal.

You gotta apply for it.

I don't think dark52 is doing hunter applications this year though.

And even then, it's VERY hard to become a hunter.

You don't.

Hunter status is the equivalent of forum Moderator. Hunters are appointed by Dark52 (The admin) and chances of him appointing hunters aren't high as I understand it. You have a better chance of finding 2 shinies in a row in any given Pokemon game.
