Depending on how deeply it's used. Like if it's for telling the teacher about your kid's disorder I don't have a problem with it. When people start calling others that I get pretty pissed off about it.

I took a psychology class and they still taught "Mental Retardation" as a mental disorder with that name. I actually had trouble even saying that out loud because of the negative connotation behind so much of it but I guess if used scientifically, I wouldn't consider it a slur. I don't know though...

I don't. But even though it's the name of a mental disorder, the way people usually use it is insulting. It's mean to the people you are using the word against, and it's mean to the people who actually have that condition. So even though it's not a cuss word, it's best not to use it, in my opinion.
