It's a computer thing that scrambles your IP address. It's usually highly against site rules and school internet rules as it would let you get around school blockking systems and forum bannings.

Proxies do more than just change IPs. They can filter content, aid in user authentication, monitoring bandwidth consumption, and keep a backlog of caches in activities. By contrast, a VPN (virtual private network) will put a series of encryptions on an IP address to allow for confidential sending and receiving of data across the internet. It's meant for protection and security.

Of course, in either case, entities like the NSA can easily crack through any of them. *shrug*
